Conacyt Performance by Scientific "Age Stone "Spread the word ...

IPICYT director denies allegations of research

[DAY SAN LUIS ]

During a national radio interview, the investigator Mauricio Terrones Maldonado and David Ríos Jara, director of IPICYT be confronted again. The head of the Institute said he had been acquitted of corruption charges, for its part, Madonna Terrones said that if it has not proceeded against him is the conspiracy that has the highest echelons of national scientific agencies.

Yesterday at 18 hours, the speaker Alejandro Villalvazo announced in his Twitter account: "this evening on the 3rd of corruption" Panorama Potosino Scientific Research Institute?. I have documents and testimony "that led to an interview with Terrones Maldonado, one of the researchers dismissed in May 2008, causing a sensation since, according to the pupils, of prosecuting people who worked closely with the brothers Terrones, Mauricio and Humberto .
The investigator said that since March 2010 are submitted at least 18 complaints to the Ministry of Civil Service, against the irregularities that exist within the IPICYT, and which, he says, ranging from relationships outside the workplace and harassment algunos empleados y catedráticos, hasta malversación de fondo y fraudes con mobiliario.
A esto, el director David Ríos Jara se limitó a contestar que la SFP le notificó de las investigaciones, pero que el hecho de que hasta ahora no ha habido acciones en su contra significa que no hubo nada qué perseguir.

Dos años de guerra silenciosa

El cese en 2008 de los hermanos Terrones llevó este año a al menos 15 estudiantes de posgrado a abandonar el instituto y sus cursos de doctorado, “debido a los constantes acosos y el alto grado de estrés que ya está afectando nuestra salud, es imposible continuar los estudios PhD at this institution and we decided to take one of the options that they offered us IPICYT authorities to abandon our studies of the institute and Mexico, as in the country have been classified as troubled by the campaign to discredit the Director General and their relatives, "they say in a letter to Bruneliere Silvia Alvarez, Deputy Director of Training and Development of Scientists and Technologists Conacyt .
's dismissal and his brother Humberto Terrones was due, according to Rios Jara letter to the appraisal committee, for not respecting authority structures within the IPICYT, without specifying what these faults, but detailing a separate issue regarding four alleged patent for which no credit was given to the Institute, and which were closed several investigations of the brothers Terrones.

A Nobel Prize defends Terrones

This closure was that students felt were low as harassment by the new directive against what they describe as two of the most brilliant scientists who have taken the country and also called the winner of the Nobel Prize in Chemistry in 1996, Harold Kroto during his last visit to Mexico.
"I do not find them for something that is grounds for dismissal. Nor do I want to get a lot. I know is that there are two large and important researchers whose talents will now be exploited by foreign institutions. With the departure of the country of Terrones think science has lost some of its most important research groups. CONACyT should pay more attention because this problem in the international context is not anything right, "said Kroto.

Members of the Meeting of Science and Arts of Mexico (ECAM) questioned the silence and indifference that has held Mexico to the loss of scientists Mauricio and Humberto Terrones Maldonado, nanotechnologists international recognition, who were dismissed from the Institute Potosino Scientific and Technological Research of the National Council of Science and Technology (CONACYT) in January.
The head of the ECAM, Juan José Díaz Infante, read a manifesto in which he made a criticism of the Mexican political system and regretted the loss of the two scientists for the development of national science, "Mexico lost this year to two nanotechnologists of international caliber. Members of the ECAM, the Terrones brothers had chosen to live in Mexico taking offers from leading universities worldwide. And it did not yield to a political environment prevents them from being professionals in their land and help the country's future. Not allowed to transmit their knowledge and less to train new generations. "
said that for Mexico out of economic and security crisis should bet on his own model, innovative and creative. Hence the importance of investing in culture, art and science:
"I wonder where are the partners in this country, who represents whom, where are those who defend the culture and science. Surprise. They are not. "
recalled that scientists were dismissed by the CONACYT externalize after disagreements with management Potosino Institute of Scientific and Technological Research, and reported that Humberto Terrones is currently working in the U.S., while working in Japan Mauritius.
"However, nobody here is worrying about this problem, when the loss of scientists should be a state policy." He explained that surely
Terrones brothers participate in the next two meetings of Science and Art to be carried out in the United States, April and May in Mexico.
He said the global energy crisis and the world needs to develop new energy make "the global trend is based on nanotechnology to meet future energy demands."
However, he stressed, to this reality, Mexico lost two of its greatest exponents in the field of science and the result is nothing less than total silence.

Day: Dozens of scientists are protesting outside the headquarters of its failure Conacyt

Dozens of scientists from different houses of study and research demonstrated yesterday outside the offices of the National Council of Science and Technology (CONACYT) to protest the delay in issuing the call, evaluation and delivery of financial resources for project development.

For the first time, and bound by the "bureaucracy" and a steady increase in the backlog of the CONACYT, the scientific community in the area of \u200b\u200bbasic science, especially, took to the streets to express their disagreement, without affecting the traffic on Avenida Insurgentes Sur, where the council.

"Conacyt against the development of Mexico," "Full scholarships and time", "Country without knowledge = ignorance" were some of the legends expressed in white cards that they carried for several hours, the researchers from the National Autonomous University of Mexico ( UNAM), Autonomous Metropolitan Autonomous State of Mexico, the Autonomous University of Mexico City, the Center for Research and Advanced Studies, National Polytechnic Institute, and several national institutes of health, such as Nutrition, Psychiatry and Pediatrics, all under the Ministry of Health, among many other research centers.

Several of the protesters explained that since the creation of sector funds, which require the joint participation of the secretaries of State and the CONACYT, delays the onset of the call, the evaluation of projects and delivery resources for development have been increasing. Thus, more than 13 months away, the call issued in 2009 has not yet published the results.

Researchers and scientists during the protest carried out without affecting traffic on Insurgentes SurFoto Jesus Villaseca
After a meeting with a committee of disgruntled researchers, the Conacyt recognized that the delay was because for "some months" were vacant appointments of officials responsible for signing the delivery of these resources. It also pledged that next Saturday afternoon will be published on the website of Conacyt call results Basic Science Fund 2009 and the 2010 call for the same fund. In addition, in January and February 2011 be signed respective agreements and resources are delivered from 2011.

In a statement reported by the night in March will apply reforms to the rules of operation Basic Science Fund to expedite the publication of results and the allocation of resources to research projects.

This delay is the academics and researchers who reported during the protest. And is that the chain of arrears has for several years: the 2007 edition was a delay of 16 months of 2008, 20, and 2009 and is 13. That for 2010, according to the commitment of yesterday, will be broadcast on Saturday, 12 days of the end of the year. Resources approved in 2009 were 305 million pesos.

Mayor Diana Escalante, a researcher at the Institute of Cellular Physiology, UNAM, spokeswoman for the group convener, said the scientific community are tired of hearing that will provide more resources to science and technology, while in fact it is completely abandoned this activity as important to the country's development.

month of December is bad for working on this for the brushes and especially when you are a teacher ... between the bridges, dinners, grade papers and make notes, no time for almost anything ...

guess until after this period, production, purchasing unnecessary pollution can not continue with this and the other 4 tables that I'm busy.

take this opportunity to send everyone a Merry Christmas and not buy some proponeos anything that is superfluous, for every purchase involves a production that leads to pollution that could be avoided. The larger purpose that we have for the future 2011 is buy only what we absolutely necessary ... The cause of all evils that afflict our planet is the excessive consumerism of our society.

Missouri Drivers License St Louis Renewal

[LINK TO THE TRANSCRIPT ORIGINAL and ORIGINAL AUDIO]
Alejandro Villalvazo (AV), driver: Let's talk this afternoon with Dr. David Ríos Jara, he is the director of the Institute Potosino Scientific and Technological Research, the IPICyT. We will talk with Dr. Rivers because last week, barely has days again took office, reelection, a reappointment as director of the Institute and of course then there is much work to Dr. Ríos Jara, good afternoon and Thanks for taking the call.
David Rivers (DR), Potosinian director of the Institute for Scientific Research and Technology: Yes, good afternoon everyone.
AV: Listen doctor, is seriously the chamba for the Institute.
DR: Come seriously for five years.
AV: What projects do you have?
DR: Well would be several projects in both research and human resource training, the institute has several graduate programs, Master's, Ph.D. in several areas cultiva.También we are working on transferring knowledge to society and good, we have five years left to give continuity to the various projects, in particular, for instance right now we are working on an exciting project with the state government of San Luis Potosi which is the project of "Digital Skills for All", which is a project to create Internet communication-bandwidth statewide, to have national coverage of this infrastructure.
AV: Sounds interesting. Is this time will also give us the opportunity to learn answers to the complaint is before the Public Service of corruption at the Institute and against him, Dr. Ríos Jara?
DR: do not know any, say, intervention by the Civil Service with respect to the Institute, I do not know if you have information.
AV: Yes, I have evidence of two requisitions at least two millions requisitions, a 78 million pesos for a direct and an allocation of four million pesos where IPICyT, at its expense, is paid to himself from the very bottom where the requisition was made millionaire. I have documents here on the desktop.
DR: Look, are you talking about the project of "Digital Skills for All" which is a project being supported by the Ministry of Education, and procurement procedures for contracting suppliers are absolutely, normatively correct. In other words, you have a requisition as you mentioned me not to say that is normatively correct.
AV: Well, I have also data from a batch of four million dollars a few months ago for the program labeled "nanotechnology" and tells you directly to the researcher Mauricio Terrones, which of those four million dollars as they pull a dollar milloncito a otras necesidades del Instituto.
DR: No, Look, you're really misinformed. Look, what happened on this occasion is that the Institute was important to create a workshop ...
AV: continue talking with Dr. David Ríos Jara potosino director of the institute of scientific and technological research, has just been reelected to the office and I spoke a few complaints with the Ministry of Civil Service for a topic Hence two requisitions involving the two 82 million pesos.Y another subject, the four million dollars for a program labeled nanotechnology and the doctor told us that we Ríos Jara misinformed, that's not how we we raised the question, Mauricio Terrones research scientist, was ordered by Dr. David Rios to move a million dollars to other needs of the institute, is what I said Dr. Ríos Jara, you tell me I'm misinformed.
DRJ: Yes sir, absolutely look, and as I explained a moment ago, research projects and can you confirm with any other institution or any other researcher in this country, the research projects that are supported by agencies such as CONACYT, are managed, the resources decides, water use is decided by the investigator, this time the defendant had a workshop for the construction of a workshop that would have been helpful just to draft them Terrones brothers. I suggested that a portion of that money was used for the construction of a workshop and he refused, and if what happened is that no point did the workshop and, indeed, Dr. Lumpkin decided to exact destination until last weight of the project.
AV: Well, the phone line is just Dr. Mauricio Terrones, Mauricio Mauricio.Buenas afternoon, listened to Dr. David Rivers, I said it was a suggestion that money to do a workshop, you you refused to do This workshop we can raise the plight
Mauricio.Mauricio Terrones (MT), Researcher: Well, look, there was this request to the ten million pesos, to other works of the institution, that maybe the defendant had but obviously had nothing to do with the project, unfortunately, because obviously the resources came from state government were put into another account, which I did not have direct access as I said, I had to do according to the contract was done with this project.
AV: Those resources Mauricio tell us they were on another account, will that account of who he was?
MT: apparently belonged to the school but did not know the gross consideration, I find a series of letters and offices that were bouncing but I think that ultimately is going with all this is that obviously this was the starting point in what we do not contribute, say, with a fee or a favor and it turned our way out of school last year and now out for with ten students here and good if you're talking about a program and human resources, it is important to say that ten students really were harassed, threatened were not supported and now these students are país.Todo out of this is done within a framework which goes to the institutions and says the president of the republic and absolutely nothing happens, and good is really sad that there is no safe streets, but also institutions no assurance, my recommendation is: do not report anything against a public official who then can a abyss like us and have destroyed an entire research group .
AV: What answers Dr. Ríos Jara?
DRJ: Well, now there is a huge mix of real issues, the first thing to do with a hint on use, misuse, misuse of resources, it is not true, or is it, the resources were exercised exactly what Dr. Terrones decided to exercise, and have absolutely all the checks, the day you want them to see happy to teach them in school.
AV: "This is Mauritius?
MT: checks if, until the day I was wrongfully terminated and I was still a remnant about 3 million dollars that had not invested but obviously after all these frictions caused other problems that they came to pass on to all that happened to us.
AV: Another thing I would have thought Dr. Ríos Jara.
DRJ: Yes, of course if I actually look was a remnant of this project which is exerted by the project itself , the output of Dr. Lumpkin to truth is another matter, has nothing to do with this case, the departure of Dr. Terrones has to do with misconduct committed by him and his brothers against the institution, including the publication of four patents and other faults but this is one of the more serious the publication of four patents without informing the institution and having possible provenance of the Institute and that's a serious offense in any country at any institution in the world.
AV: What do you say Mauritius?
MT: Well is very sad to see that you are trying to make a smokescreen all of this based on our previous reports, patents are non-existent are applications are patent applications and well I I think here we are sticking in accordance with law and good I'm not going to litigate in the media and I will not be providing information, but it is clear that there is a fraud and most importantly, they have broken one of the research groups more productive and now as students and also had information about threats and harassment, nothing happened, then it is a mix of everything but the point of origin is that we were uncomfortable for the institution and sought pretexts and obviously it was not to sort things out but there was an international and national Committee which had concluded that significant problems in the institution, frictions, labor work environment was not suitable and then immediately we wanted to obviously solve despiden.Nosotros the problem and obviously as things are not solved, but it is a problem that everyone is losing.
AV: This is before the public, is there a complaint with the public?
MT: complaint was requested, got a complaint in March this year with 18 annexes well founded and well, we have not received any answer, which tells us that obviously, as Mr. Rivers is being supported and because the message as I say, if we had not reported all these previous anomalies where we have vast offices to show what they're saying, because I had not spent what's going on and I think it is a shame that within the institutions is make the things properly and there is simply too much uncertainty también.El message for other researchers at national level is that it no longer even know what to do or not do because we are the example that we are against any institution or have some.
AV: Mauricio now let me hear David Rivers, I have nothing more than a minute to see what it tells us to finish, Dr. Rios.
DR: Yes I invite you look in short, I invite you to learn also from this side, if we have absolutely all the information to show that what is being said Mauricio.
AV: So was the invitation to talk, to have the two versions.
DR: This is a practice that can in no way deep, I say it is very superficial, which is commenting because somehow Mauricio accusations are unfounded and what I'm saying.
AV: trades to the public, do not they have merit?
DR: Yes look, we have already received requests for information from the public, and we deliver and the public considered there was no need, first and second patents of course they are real right? So do not tell me that Mauritius is an application that has no significance, of course, and four patents pending.
AV: Well, I interrupt Dr. David Ríos Jara, director of the pigs for scientific research and technology, Mauricio Terrones, a Mexican researcher, the computer cuts me thank the two who have taken the call and have explained the situation.

Clipart Images Of Scousers

Text applies to any seeker of truth above personal interests.
Julian Assange *

In 1958, a young Rupert Murdoch, owner and editor of The News in Adelaide, Australia, wrote: "In the race between secrecy and the truth, it seems inevitable that the truth always win. "

His remark reflected perhaps the revelation made by his father, Keith Murdoch, Australian soldiers were slaughtered by incompetent British commanders need on the shores of Gallipoli. The British tried to silence him, but did not give Keith Murdoch, and his efforts led to the termination the disastrous Gallipoli campaign.

Almost a century later, Wikileaks also made public without fear that it is necessary to disclose.

I grew up in rural Queensland, where people said what they felt unfettered. Trust the government as an entity that could be corrupted if not watched carefully. The dark days of corruption in the government of Queensland, before the investigation of Tony Fitzgerald, the late 1980's, attest to what happens when politicians prevent the media spread the truth.

These memories have stayed in my mind. Wikileaks was created around these core values. The idea, conceived in Australia, was to use Internet technologies in new ways to tell the truth. Wikileaks

coined a new kind of journalism, science journalism. We work with other media to bring news to people, but also to prove they are true. Science journalism to read a note and then give a click on line to see the original document in which it is based. In this way one can judge for yourself: the note is true? "The journalist reported it accurately?

Democratic societies need strong media and Wikileaks is part of the media.

media help maintain the integrity of government. Wikileaks has revealed some harsh truths about the wars in Iraq and Afghanistan, and has released news about the corruption of big corporations.

Some people say I'm an opponent of the war: I'm not. Sometimes nations need to go to war, and there are just wars. But nothing is more unjust than a government that lies to the public about these wars, and then asks those same citizens who give their lives and their taxes to support those lies. If a war is justified, then it must tell the truth, and the people will decide if the supports.

If you've read any of the publications of the wars in Afghanistan and Iraq any of the cables from the embassies of the United States or any press release on Wikileaks has revealed that, consider how important it is that all media can report freely about it.

Wikileaks is not the only public U.S. embassy cables. Other media such as The Guardian, The New York Times, El Pais in Spain and Der Spiegel in Germany have published the same cables.

However, Wikileaks, as coordinator of these other groups, which concentrated the most violent attacks and accusations by Washington and its acolytes. I have been accused of treason, although I am a citizen of Australia, the United States. In

United States has made dozens of calls in earnest for that special forces me "settled." Sarah Palin says I should be "hunted like Osama Bin Laden" in the Senate is a Republican initiative to declare that I "international threat" and therefore available to me. An adviser to the office of Canadian Prime Minister has called on national television to kill me. An American blogger has claimed that kidnap and hurt my 20 year old son here in Australia, for no other reason than to hurt me.

And Australians should see no shame alcahueteo proud of these feelings that make the Prime Minister of his country, Julia Gillard, and U.S. Secretary of State, Hillary Clinton, without uttering a word of criticism toward other media organizations. That's because The Guardian, The New York Times and Der Spiegel are old and large, as Wikileaks is young and small.
We are the underdogs. Gillard's government tries to kill the messenger because you do not want to reveal the truth, which includes information about their own political and diplomatic dealings.

Have there been any Australian government's response to the numerous public threats of violence against me and other members of Wikileaks? One would have thought that an Australian prime minister defend citizens of those things, but only allegations of illegality has been devoid of any foundation. The prime minister, and especially the Attorney General are required to perform their duties with dignity and above the skirmish. Believe me, what those two want is to save his skin. Not succeed. Whenever

Wikileaks publishes the truth about abuses by U.S. agencies, Australian politicians sing along with the State Department a chorus of demonstrable falsehood: "They put lives at risk! National Security! They endanger the troops! "Then they say that there is nothing important in Wikileaks publishes. Both things can not be true at once. What is true?

Neither. Wikileaks published documents for four years. In that time we changed entire governments, but not a single person, as far as you know, has been damaged. In contrast, the United States, with the connivance of the Australian government, has killed thousands in just the past few months.

In a letter to U.S. Congress, U.S. Defense Secretary Robert Gates acknowledged that no single source or method of intelligence have been put at risk by disclosure of documents about Afghanistan. The Pentagon said there was no evidence that would lead to Wikileaks reports that someone was damaged in Afghanistan. NATO in Kabul told CNN that he could not find a single person who needs protection. The Australian Defense Department said the same. No soldier, no source of Australia have been harmed by anything we have published.

However, from there to our publications are not important is a great distance. American diplomatic cables revealed some alarming facts:

United States asked its diplomats to steal personal material and information UN officials and human rights groups: DNA, fingerprints, iris scans, credit card numbers, Internet passwords and photo identification, in violation of international treaties. It is also assumed that Australian diplomats have been targeted.

King Abdullah of Saudi Arabia asked U.S. officials in Jordan and Bahrain to halt the Iranian nuclear program by whatever means possible.

British research on Iraq was manipulated to protect "U.S. interests."

undercover Sweden is a member of NATO and shares intelligence with the United States without reporting to parliament. U.S. Pushes

rudely to other countries to avail themselves of detainees released from Guantanamo prison camp. Barack Obama only agreed to meet with Slovenian President if the government gave shelter to a prisoner. Our neighbor to the Pacific, Kiribati, received an offer of millions of dollars if accepted detainees.

In its landmark ruling on the Pentagon Papers, the Supreme Court of the United States warned: "Only a free and unrestrained press can effectively expose deception in government." The storm around Wikileaks reinforces the need to defend the right of all media to reveal the truth.
